A Responsible AI Memo Isn't a Control

The line that stuck with me in the GAO report is Alissa Czyz calling the Pentagon's responsible AI tenets "a memo, right, at the end of the day." It explains a lot. Four officials said their requirements weren't aligned with the tenets, and three didn't know whether their projects would be monitored after deployment. Running privacy programs taught me that principles only change behavior once they become a requirement someone has to sign off on, with a named owner for what happens after go-live. Hegseth calls committee cycles unacceptable, and speed matters. But if nobody knows who's watching these systems in production, what exactly are we racing toward?
